Banking on Charity?

With education costs rising faster than inflation it is apparent that students are not the only ones banking on charity these days. Institutions of higher education have consistently been implicated by the necessity of promoting their external relations with private and public funding resources. This dependency may or may not be a good thing. What do you think?
